COOL EDIT problem with downsampling a p16 file. Too fast when played back!

I am attempting to downsample a p16 file from Soul Calibur. The instructions said to convert to 22K 16bit MONO. When I do this, the game plays it very fast. Isn't there a way to simply reduce the quality but keep the pitch the same?

when you open it, do not open it as 44100, open it as 22500
