best program for edititing dvds

hi all was just asking for the expert help of anyone who knows what the best program for editing dvds is as ive just bought a panasonic dmr e50 and im getting star trek voyager episodes off sky sattelite but the only problem is the adverts is there a program that allows you to edit the film via the vob files or do i have to convert them to mpeg and use another program like tmpenc to take out the adverts or even better still b4 i finalize the disk on my dmre50 im looking for the easiest way any help would b great thanks very much for any help
