Unhappy Computer slows down

This has never happened to my computer before. When I burn stuff it takes up 100% cpu usage, and the CD-RW reads at 10x. My burner is an HP 9100b which is a 8x4x32 burner. My computer is highly capable of handling burning processes and playing MP3s at the same time. I checked my IDE controllers and they are both set at Ultra DMA. I really don't know whats wrong. Here are my computer specs.

1GhZ PIII
384MB ddR Pc-2100
40gig quantum hard drive
Windows XP
