In Hungary, some ISP gave a big head ache to torrent users by severely limiting the download speed on some ports. (Yes, I think it was a plain port filter only. I don't think they could analyze packets, as that would require a lot of computing power, so this could be circumvented by using non-standard ports.) There was a scandal and, I think, they... khm... reconsidered their opinion on the subject.
 So, yeah, give them hell - they're not an authority to tell you where to surf.
