Red Alert 2 Question! Please Read!!!

What exactly does the fixed exe do for version 1.001? I did what I'm suppose to do with it and nothing happens. I even dbl clicked on the patched exe and it acts like its doing something and then it quits. What am I doing wrong? Someone please help me.
Also when is someone coming out with a no cd patch for the new version? Mr. Joker
