For 'Special' packed files like .dat you need 'special' modding tools like this one.

Well, I am going to quote "Each game has different file packing techniques", either way, the dat extension is so vast that there are even video files with that extension so it is so difficult to find an unpacker for that, unlike known extensions like rpf and all that. The dat extension, it is not easy to figure out what pack the file in the first place.
