Does anyone know how to edit text within playstation games?!

Hey... I want to know if anyone has ANY ideas on how you can decrypt playstation files, so that text can be edited. This would be very helpful in translating games, and then reburning them to have fully translated games. If anyone can be of ANY help at all, it would be greatly appreciated. Just a site that explains playstation development... dev kits... anything!
