it's actually not a chip.
you need a 1 uf, 100 V capacitor, + side to the chip, - side to pin 2 on the board. without that capacitor, the neo WILL destroy the laser. also, you should add a resistor to further lower the signal leve. look here: http://jone.fateback.com/Umbau_PS2_P...3/Neo2.2cr.jpg however, that won't stop the EA trick from working.
