do diskspan gui have cmd line if no, is there any alternative diskspan tool that is cmd line.

No and no.

DSG has command line but only debug things, like /CHECKLIB.

DSG has command-line arguments solely for loading an external configuration file.

See the example file inside the DSG source:
Script Example (DSG)\Create_DataTest (run after compile).bat
