You should be using the most resent mega pack which is V2.23 have a look here
http://theagent.ps2-scene.org/ This pack will not have HDL on it but it will have the folder and scripts. You will just need to put your own version of HDL in the folder then run makefile and it will make a bin/cue for you. Just read the readme, it explains it all.
