I finally made it.
first i built a forward op. center, then barracks with extension, and after i built 4 soldiers and 4 ocsw, i went for the bottom left cashbuilding. i kept on building 3/4 ocsw and 1/4 normal soldiers, until i got 10 ocsw and then i went for the eastern money depot. things went smooth after that was done, i rescued that captured colonel, then proceeded to the top right corner to finish the mission.
