DVD Decrypter will decrypt the DVD files and remove the region also.

Then use CloneDVD or something similar to backup onto DVD.

Most regular DVD Players are not region free.
Only the cheap ones, Sony or any other big brand wont go Region Free because they also produce the DVDs they want to contain
