There is an easier way yes :P
Look to the left of your Taskbar if there is an EN or FR etc there right click on it. And goto settings, you can add in languages there. Or else you can go via the control panel. Regional and Language Options. Languages. Details. This is how to get to the same screen above this way also. You will need your Windows XP CD though to install the extra languages. Then you can change to whatever one you want.
