what FRod means is it sounds like the game you are playing is the pal version on a ntsc system where the game is set to run at 50hz refresh rate therefore on a north american tv it would show up choppy unless of course you had the option in the game at the beginning (like in sega gt europe which i have to set to 60Hz to get the lines to go away), for this case you don't have that option so if you are playing a pal on a north american then you can't use it,
so a better question to ask is what version of the game is it, and what country are you playing in i mean what is your dreamcast
