Fixed exe and NO-CD are mixed up a lot of times. Typically a NO-CD patch is meant to make the game run without the need for any cd. A fixed exe is typically to stop a cd check usually at the start of the game.
With most games nowadays copying all the files needed to the HD, the fixed exe will do the job of a NO-CD as the cd is only needed for checking purpose at the start of a game. This is why ppl mix them up.

Ahhh well... Just me on a rant.
