Fatal Fury mark of the wolves

Will there ever be a patch for the english echelon (e-ffmotw)release, that makes it go 60hz on a pal dc? I don't think so, cause if it were it would be available already......
Or should i try doing it with a pal-patcher? I'm really having trouble using these general pal-patchers, so i was wondering if any of you guys know how to request a specific .ppf from those release groups. Better, still, would be if any of you can tell me how to do it on my own. Any help would be appreciated.
