found the issue, its not entering reg entries properly so the DLC will work.
Download the DLC.rar file, open with notepad & change the very last line to match where you installed game ( from conversion ). make sure that the double \\ are there !!!!! save the changes then double click to add the entries to registry. Then the FalloutLauncher.exe will work as it should, you can choose which entries to check off
