Depends on Terms Of Service, read it up. I have yet to see an ISP who would deliberately block certain web sites. They need us
and we want full service or else...
edit: while some internet providers may openly discourage illegal activites, they are not a police force to enforce them, therefore unless a court order says otherwise you are free to make surfing choices yourself.
