Where to find latest version of PAL Patcher?

Hiya. I wonder if someone could help me.

I found PAL Patcher on DC CopyWorld but don't think it's the newest version.

I'm specifically trying to 'fix' Space Channel 5 Part 2. My copy currently runs at 50Hz, and sometimes freezes with a black screen when I load it (it loads ok most of the time though). I used PAL Patcher on the copy I have, but all I was able to do was patch the PAL Protection - there was no option to change it from 50Hz to 60Hz.

I don't know anything about Hex editing so, if possible, would rather use a program like PAL Patcher to make my games 60Hz. Could someone please tell me where to get the latest version of PAL Patcher from, and if it can fix Space Channel 5 Part 2.
