I have received a reply from the suppliers of the USB external cooling fan saying that the USB fan is designed to add some extra cooling to the console-NOT to replace the fan.
So as no power is passing through the fan i decided to use an main plug adaptor to feed the fan with voltage. I used 5V output of the adaptor and now the fan is working FINE. It is not connected to the PS2 board but by an external power supply. Who cares as long as it works. cheers
