Ok.
In general : even a poorly compressed file cannot be compressed with good effiviency.
U cannot compress more a good (rar,lzma,etc) compressed file.
In this case ,u need to uncompress it first IF it has an unpacker.
Then u can compress it with a better compressor.
In general again : uncompress it if you can ,then use Srep+LOLZ,or simply Razor.
PAK files often compressed with zlib or oodle.
Oodle : strong and relative slow to repack.
Zlib : much faster.
PAKS are sometimes AES encrypted on top of compression. Use xtool.
In your case /XTool/+Srep+LOLZ or /XTool/+Razor is the pinnacle of packing files.
