Try uninstalling the game, then reinstalling it, then apply appropriate patches, then download the right NO-CD version for the version of the patch (if any). (if it is just a retail install look for version 1.0 or something like that)
I just looked there seems to be one NO-CD on the site. That NO-CD is for the german version of the game so maby thats the problem? If thats not it I don't know.
