Nope an NTSC console won't play Pal games.
You have two options, the first being to buy a passport 3 (Linked below) which works by you plugging your NTSC cartridge in the back and a pal game in the top. (Around 98% success rate but it doesn't support games that need the expansion pack)

or to simply buy a PAL console from the UK. They're really cheap to find now especially on ebay. You can even opt for JUST a pal console with no leads etc seeing as your exisiting power supply will run the pal console fine.
