Flashing REd and Green light
 

Tried installing the xcuter mod chip last night ... keep getting flasshing green and red light... I know that the soder points are connecting...any other reasons this might be happening.

Well, ussually this happens if the solder points aren't connected. Re-check them (I suggest unsoldering the whole chip, then resolder it). If your super absolutly sure, then the chip could be bad.
