Well, 640x480 doesn't have a 16:9 aspect ratio like the original videos so they get distorted... just a thought.
EDIT: oh! it's even lower than that at 640x352, with an aspect ratio of 20/11. The VP6 codec works best with resolutions above 640x480 according to On2 (the company that makes it), you're not getting the best quality to file size ratio by using that.

Resolution would need to be a multiple of 512x288 [VP60 will only play the video if the width is a multiple of 32 and the height is a multiple of 16; with an aspect ratio of 16:9 it would have to be (16/9) * (32/32) = 512/288] The original resolution of 1280x720 is 512x288 * 2.5.

The only possible resolutions I've come up with so far are:
512x288 - lowest while keeping aspect ratio
768x432
1024x576
1280x720 - Original videos, wouldn't make sense to go above this

With a lower resolution you can certainly get away with a lower bitrate and still have it be the same quality as the original (less data per frame), I'd be interested to know if you used 700 for the bitrate for ALL the videos, seeing how the EA logo was only 500 to begin with lol. The in mission videos and a few others are only 190x190 so I don't know if you'd want to shrink those.

Thanks mate for getting back to me, .. appreciate the help, but I ended up doing it my own way after taking a look at the Original Installation, and looked in the Movie Dir, then realised that the Movie files are only being copied during installation, .... so I ended up doing this and hope it helps anyone else having problems >>>

My way for having C&C3 on 2 DVDs >>

EASY & No messing about with editing the .msi, and works FIRST TIME .....

1. Copy all DVD contents into a Temp folder on your HDD ....

2. Locate the Movie Files Movies.big, MoviesG.big, & MoviesN.big found in:

X:\TEMP FOLDER\program files\Electronic Arts\Command & Conquer 3\Movies\1.0

3. Burn ONLY those 3 files onto a DVD (Label name doesn't matter, call it what ever you want, and just write on the Disc something like >> C&C3 Movies

4. Once Movies are burnt onto disc, you can now DELETE those Movie files and replace them with 3 DUMMY Files by simply making 3 .txt files, naming each file with the same names as the Movie files, and change their file extension from .txt to .big ... this then enables the installer to still locate the files even though they are dummys with zero file size and it will install those dummy files during installation .....

OPTIONAL: Add an extra folder to the TEMP Folder to contain your NoDVD Patch and any Updates for the game If you want them included on the Install disc.

5. Make .iso image of TEMP Folder contents & name the Label as DISK1 then Burn ....

6. Install Game ....

7. Once Installation is complete, simply Copy & Paste Original Movies from your C&C3 Movie Disc into the Games Movie Dir overwriting the Dummys ... and you're done !!.

8. Install any Updates & apply No DVD Patch

9. Have Fun !!

I finished these a while ago, they're resized to keep the proper aspect ratio (16:9; must be multiple of 512x288 to keep with vp6 restrictions) and I resampled the mission videos without noticeable quality loss to save even more space. These should fit on a single DVD5 and still have room for Worldbuilder and patches. I've also reuploaded FREEMAN100's lower quality videos for those who want them.

That's really why I made this in the first place, my desktop pc kept having sync problems on all of them except for a few (which turned out to have a lower resolution and bit rate than all the others). It's a Pentium 4 3.0GHz though, older pcs would get better results with bit rates even lower.

I actually still have the batch scripts I used to re-encode everything, so if anyone wants it, it'll be completely unsupported.

Things you'll need:
CNC3_MovieBat.rar - all the bat files
Avisynth 2.5 - edits the frames of the video
LimitedSharpenFaster - sharpens image lightly, be sure to put the plugins in avisynth's plugin folder
Some type of .big file extractor

*install the VP6 codec from the folder*
1) Extract Movies.big, MoviesG.big, and MoviesN.big to the CNC3_MovieBat folder. (CNC3_MovieBat\data\movies folder should have all files from the 3 .big files.)
2) run vp62avi.bat
3) run run.bat
4) use VP6Converter005.exe to convert the finished .avi files to .vp6
5) sort.bat can be used to clean out the finished .avi files
6) re-build the .big files with your new videos.
-All Gxx.vp6 files go in MoviesG.big
-All Nxx.vp6 files go in MoviesN.big
-Everything else goes in Movies.big
(don't forget the sound files you extracted earlier!).

It's hard to guess what the final file size will be, but you're welcome to edit my batch files and play around with the encoder settings to get the result you want. (extract the files, run vp62avi.bat, then settings.bat) But you should know that without changing the resolution of an encoded video, you'll have to deal with compression blocks. When you have a larger space to fill than the bitrate allows, the encoder simplifies the image into large blobs of color when it runs out of space; large blobs of color are easier to compress. Anyone wishing to use settings.bat will have to make that change, and it would be a good idea to make backup copies of vp60.conf and vp60m.conf.

Yes I still have both FREEMAN100's videos and mine, but they will not be re-uploaded by me given that I have neither the time to waste uploading them or any interest in doing so. Unless someone has a private server (which I do not), they will only end up being deleted again. You can get the same exact results as I did using my batch files below.

My .bat files have been updated to also support the Kane's Wrath expansion, I haven't tested this on any language besides English only, but it shouldn't be hard to fix if there is a problem. Everything is included to get it running (vp6 codec, Avisynth and plugins, .big file editor, etc.). Instructions are in README.TXT, extract everything to C:\CC3_movies.
