do patches that do ntsc to pal convert the text to english (from japanese), and if not, is there any way to do it?

NTSC to PAL adjust the signal so it plays clearly in different regions. Not sure about changing the text, maybe someone else can help :)

There are patches that will change the language text but they specifically only do that, and the majority of the ones I'm seen are for that one soccer game (cant remember the name too early) the NTSC/PAL patches like warlock stated just fix your video out signal to display correctly.
