I have a few questions about PAL consoles. Can I play with these consoles NTSC games? I mean with a boot CD and does backup games also work?

A PAL DC can play NTSC games no problem, it will play most of them at 60hz too so make sure you use a RGB Scart Cable.

An other question I can't believe, that the dreamcast plays Games without any Modification of the hardware? It hard to believe because all other consoles need a mod chip or something else.

And I read many things that the dreamcast can't read CDR when it has a production date of October 2k. Does PAL consoles have this "bug" too?

It wasnŽt a bug it was SEGA ... PAL DC play fine, the only dreamcast model that has issues are the sakura ones and its JAP (I think)

That's idiotic advice  using an RGB/SCART hookup gives PAL gamers the most problems with NTSC games. Using a composite, S-video or (gasp) RF hookup does not, however. Also, you wanna make sure your TV does 60Hz as well...

Yes and No really, for those games that have PAL Protection youŽll have problems with the RGB scart, but with everything else its perfect for imports. Besides there are workarounds for the games that are rgb protected.
