helpz tell me what dc-x and action replay is?, and how i use it to make tnsc games to playable in a pal tv???

DC-X is just a disc that lets you play imports on your Dreamcast. It gets around the country protection. There are other ways of doing it though.
The more difficult, is putting in a mod-chip. There's really no reason to do this because you can also use the Utopia boot-disc found many places on the web.
You can search on this site, (megagames) to find the boot disc. It will boot a disc from any country as well as backups.
The Action Replay is just another form of the GameShark. I've heard people say it boots backups, but I have never gotten it to work. It may boot GDROMs from other countries, but I've never tried that.
Another option is to use Codebreaker. It is a cheat-code disc like the Gameshark, but only works with GDROMs. It will boot games from other countries, but not backups. It works better for booting imports than the Utopia boot disc, because sometimes the Utopia disc won't boot a disc with VGA even though it is VGA compatible. (I'm speaking of the patched v1.1 and 1.2).
An example of this is the Dreameye software. If I want to use Dreameye on my TV, I just use the Utopia boot disc. If I want to use it on my VGA monitor, I have to use the Codebreaker.
Booting a disc with the Utopia Boot disc is probably your best option. It's free and easy. If you do this you should be ok with PAL, NTSC, and Asian games.

and i have read you post lots of time and i beliece you never said or expllain to me about what i must do to make my back-up games and console whch i bouthted here in canada that can be playable when i use it in another country like asia.
i m planning to take a vacation to asia and i wanted to take the systems and the dc games(back-up) with me to gives to my relatives..just wanna make sure i have everything it takes to make it works for them.. plz help me to solve this problem....thank you very much

Well, I'm not an expert on Asia, but I can tell you what I believe, and others can confirm or correct it.
It is my understanding that Asia uses NTSC televisions like we do. I think PAL is pretty much Europe, Australia, and parts of South America. Now as far as the voltage is concerned, I really don't know. It will vary for the particular country you go to. I do know that you can go to an electronics store and ask them what you need for the specific country. There are many different types of plugs and you may need an adapter. Here in Dallas, I go to Fry's Electronics and they have adapters for every country. I had to buy one to use an Amiga that I imported from Europe. I don't know what electronic stores you have in your area, but if you have a Radio Shack, it should carry what you need.
Some countries have a different voltage or current and you may need a converter.
The best thing I can say is, go to an electronics store and ask them what you need. Asia can vary quite a bit. The plug for Malasia is different than Japan, etc.
If you get a converter/apapter (if needed), and take a boot-disc, you should be ok. I don't believe you'll need anything else.
Now, if you have backups/copies of games that are in 50hz and you want to change them to 60hz, that is a whole different story. There are several methods... one is to use one of Megalexxx's patches. Another is to hex-edit yourself... or use a binpatch program that finds the strings and changes them for you, etc. I'm not an expert on that subject either because I've never had a problem with any of my backups and never had to convert any from 50 to 60hz.
