Pal to NTSC conversion

I have a Pal game I want to convert to NTSC. Can I just use a NTSC Convert tool on the BIN file that I took off the PS2 CD and import it into the cd image I made from the cd?

i use cloan Cd to make an image then use a program called
ppf o matic 3... but first i pay a visit to http://www.megagames.com/ps2/ps2_patches.shtml and find the required patch... then i use ppf to apply to the whole image (saves pissin about extracin it!!) then burn the new image to a CD... i aint had any problems atall =)
