Need help with NTSC to PAL PPF's

When in the DOS window and I type makeppf 1.bin 2.bin xyz.ppf a message appears saying "makeppf is not recognised as an internal or external command, operable program or batch file". Does anyone know what this means?:(

use ppf-o-matic alot easier to use and you can get it here http://www.psxcopyworld.co.uk and also tutorials on how to use it.
