is it possible to patch a game multiple times???
i mean can i patch a file with a pal/ntsc selector and chip detection crack???????

there is no problem. You can patch it many times if required it just overwrites certain blocks of code.
Many protection fix patches also contain an NTSC/PAL selector

Chances are very high that patches from different groups applied to the one game will render it a coaster.
Use the correct patch in the first place.
