SOLVED!!!
Problem was - how to get colour on UK PAL TV using:
1. Jap PS2 (15000)
2. NTSC - PAL convertor from Maplins
3. Modchip 8 pin chip Swap Disk method
4. CDR-WIN & PPF Patch to legal UK PAL Silent Scope
5. Game plays in B&W only
6. Jap backups play OK in colour

SOLUTION IS:
1 For NTSC backups in colour, I work the AV cable through an NTSC-PAL converter
2 For PAL backups in colour, I work the AV cable directly from the PS2 to the TV

If I play NTSC backups via 2 they display black/white.
If I play PAL backups via 1 they display black/white.

NOTES:
a) PAL4U was irrelevant; the PAL-->NTSC version still came out B&W but worked in 2
b) It clicked when I realised that TVs with AV accept NTSC AV outputs

REPLY: Thanks - the PAL TV works fine in colour with Jap games and the convertor. So maybe there might be something in the PPF patch applied to the UK PAL game -the PPF stuff is a black box zone to me.
